This renewed ten-year strategic plan and its accompanying workplan set the vision and overarching priorities for the program and serve as the blueprint for the future of the system. This plan is not simply a working document for the Board or the program’s jurisdictional members. Rather, it is designed to serve as a catalyst for governments, communities, and local people to take action for their river, their community, and their lives.
This strategic plan represents a commitment to work together to fulfill a renewed vision for the Canadian Heritage Rivers program. The Canadian Heritage Rivers Board strongly endorses this strategy, and invites all Canadians to join us at the headwaters of this journey to build the best river conservation program in the world.
This strategic plan was approved at the Canadian Parks Council meeting of Ministers held September 11, 2007 in Winnipeg, Manitoba.

VOYAGES, Canada’s Heritage Rivers
Lynn Noel, Editor
197 pages, colour and B&W photos, sketches
Breakwater Books, 1995
A review by Sheena Masson
Voyages is a spirited collection of personal essays on the 27 Canadian Heritage Rivers that were part of the CHRS by 1995. The nineteen writers who contributed range from locals who spent a lifetime on “their” river to others who made a once-in-a-lifetime river trip. Just as each river has its own personality so to do each of the voices that tell the river stories – voices of artists, educators, conservationists and adventurers. The multi-talented editor Lynn Noel wrote many of the essays.
The river essays are divided into four sections – north, west, interior and Atlantic. Throughout each section and each essay are well-chosen excerpts from books, poems and songs further adding to Voyages’ depth of character. We hear from Stan Rogers, Robert Service, Pierre Burton, Sigurd Olsen and Pauline Johnson among others. We hear the story of how the world was created in west and east coast native traditions and the words of early white explorers.
The book has a generous number of colour and black and white photos (some full-page size) and a few historical paintings and sketches. But perhaps the most striking visual feature is the detailed pen and ink drawings by Hap Wilson throughout the book. Each section begins with a theme drawing for that region and Wilson has also created hand-drawn maps of each river.
Wilson is also the author of one of the more exciting river stories. His trip down the Seal River in Manitoba was during a huge forest fire. His photo on Page 61, of a fiery blaze filling the sky in front of their canoe, is unforgettable. In addition to their river adventures, the writers also include details on the geology, history, vegetation and wildlife they saw depending on their individual interests and areas of knowledge. Altogether, Voyages includes many sources and ways of knowing to make each river come alive. You listen to each voice and each story not in the lecture hall but around the campfire.
Voyages is available at select bookstores and from Breakwater Books, St. John’s NFLD.
